I'd suggest 10-20% per day for no wi-fi.   I would be furious if I checked in somewhere and there was none, assuming there was power and the outage was the owner's fault, not the internet service...

I'm so sorry this happened to you! Your best bet is to respond very unemotionally, but courteously to the bad review, ask your other renters to post reviews, and chalk this up to the learning curve....
